1. INTRODUCTION:
Chilli is an important spice used all over the world in one form or the others.Guntur district is known as land of chillies for its extensive cultivation of chilli crop in an extent of 18,400 ha. It occupies 75% of total Horticultural area in the district. That is why Guntur district is called by name Chilli City of India.Guntur Market Yard is being the largest chilli market in Asia, it influences the domestic and international prices of chillies. Guntur district in Andhra Pradesh alone produces 15% of the chillies area produced in India and the state of Andhra Pradesh as a whole contributes 40% of India’s chilli. production (des.ap.gov.in, 2020).
Andhra Pradesh tops the list in dry chilli production of 14.43 lakh tonnes covered under 2.46 lakh ha which contributes 32% of India’s chilli production.
Chilli was known to the Indians about 400 years ago. Indian chillies have been dominating the international chilli market. India is not only the largest producer but also the largest consumer and exporter of chilli in the world. India is the largest producer with 1.98 million tonnes and contributes 43% of world chilli production followed by China, Ethiopia, Thailand, Pakistan and Bangladesh. Chilli alone contributes 42% of the total spice export quantity of the country and is predominantly exported to countries like China, Vietnam, Thailand, Sri Lanka, Indonesia and Malaysia. Indian chilli is considered to be world-famous for important commercial qualities of colour and pungency levels.
2. UNIQUENESS OF ODOP:
The word Guntur Sannam chilli (S4 type) has its origin in Telugu only confirms its Andhra Pradesh origin. The word Sannam stands for thin or long in Telugu. Sannam chilli belongs to the variety Capsicum annum. Guntur Sannam Chilli has been registered with the Geographical Indications (GI) registry of Government of India in 2009. The very name of the chilli indicates two facts like the description of the fruit and more importantly the strong antecedents arising from Andhra Pradesh. Guntur Sannam Chilli has got its own specific characteristics which have enabled it to earn international and national acclaim. Sannam chilli is generally known to trade as S4 type chilli and it is mainly used for its pungency and for the extraction and derivation of capsaicin. 3. CHILLI VARIETIES:
Chilli is cultivated in an extent of 18,400 ha. 60% of the area is covered with Hybrid varieties like Armour, US-341, BSS-355, Gayathri-155, Byadagi, Classic, Teja etc. and 40% of the area covered with open pollinated varieties like LCA-341, 273 & others.

Spices Board, Regional Office, Guntur is functioning under ministry of Commerce and Industry, Government of India for the development and promotion of all Indian spices across the globe. The board has established for testing no. of samples and evaluate the Spice produce of the country. All laboratories are equipped with world class technologically advanced testing equipment. One of its laboratory is situated in Guntur, Andhra Pradesh which specializes in chemical testing of spices. The test undertaken in the laboratories to check the spices for the containment of aflatoxin, ochratoxin, volatile oil, capsaisin, curcumin, colour value and many other parameters. Spice Board came into existence in 1987 and its dedication towards delivering quality to customers since inception, has resulted in extensive and effective export promotion.

The Market Yard is known as Asia’s biggest Chilli market yard. It is located at a distance of 5 K.M. from the heart of Guntur town, spreading over 49.73 acres in between National Highway and State Highway on either side of it. The chairman is the chief controlling and supervising authority of the Marketing authority. In accordance with the Central Government policy, the business transactions of Chillies in the Market Yard, Guntur are happening through “E-NAM” process from 09.10.2017.

7. DEPARTMENT OF HORTICULTURE:
ACTION PLAN:
Department of Horticulture has prepared Annual Action Plan with a financial outlay of Rs.10.95crto be implemented during the year 2024-25, duly giving preference to components like Shadenet nurseries, IPM chillies, Farm Mechanization, Mulching, Drip irrigation and Post-harvest infrastructure facilities like collection centres, cold rooms& cold storages for the development of chilli farmers. Under capacity building various awareness programmes are planned to the chilli farmers through campaigns, field visits, distribution of posters, pamphlets and audio- visual aids.
Various schemes implemented by the department of Horticulture to the chilli growing farmers:
The following schemes are implementing to the chilli growing farmers in Guntur district as per the action plan approved by the Commissioner of Horticulture, A.P. Guntur. Every scheme is implemented to the farmers with the kind approval of the Collector and chairman, Department of Horticulture, Guntur.
i. Construction of Shadenet houses:
At present farmers are raising Chilli seedlings under Shadenet instead of open fields in Guntur District. To provide quality chilli seedlings to the farmers, Shadenet nurseries are encouraged on large scale by the department with 50% subsidy of Rs.8,00,000/- for 4000 Sq.mts. area to the individual farmer. Registration of shadenet nurseries is taken up by the department to ensure quality seedlings production under Andhra Pradesh Registration of Horticulture Nurseries (Regulation) Act, 2010. Act no. 13 of 2010.
ii. Integrated Pest Management:
Integrated pest management is a sustainable approach to manage pests by integrating biological, cultural, physical and chemical tools to minimize the cost of cultivation and environmental risks. Department is encouraging the chilli farmers by providing an amount of Rs.1200 as assistance/subsidy per Ha under IPM programme.
iii. Supply of Plant Protection Equipment:
Timely application of Plant Protection sprayings and micronutrients helps to control the pests and diseases. Under farm mechanization component the horticulture department is providing 50% assistance/subsidy to Taiwan sprayers and Mini Tractors.
iv. Mulching:
Mulching is a practice followed for conservation of moisture, to check weed growth, to reduce the evaporation losses and to improve the quality of Horticulture produce 50% assistance is provided by department on mulching at Rs.16000/- per Ha. Limited 2Ha. Per farmer.
v. Drip Irrigation:
Drip irrigation is the most efficient water conservation and nutrient delivery system for growing of both Horticulture and Agriculture crops. By adoption of Drip irrigation one acre of water is sufficient to irrigate 3 to 4 acres of land. Government of Andhra Pradesh is giving very much importance to the implementation of micro irrigation and also provide 90% subsidy to the small and marginal Chilli growing farmers under assured irrigation conditions. The benefit of the micro irrigation is reducing the weed growth, power consumption, labour charges, time consumption, wastage of fertilizer and provide good growth to the cultivated crops will get quality produce to get high remunerative prices in the market.
vi. Cold storage units:
For storage of chilli produce under controlled conditions department is encouraging construction of cold storage units on credit linked back ended subsidy up to Rs. 140.00 lakhs per unit with 5000 MT capacity. These units are useful to the farmers whenever the rate is high in the market, the produce will be sold by the farmers at remunerative prices.
vii. Collection centres & Cold rooms:
For creation of minimum infrastructure facilities to FPO groups, the department is encouraging establishment of collection centres for collection, sorting, grading and packing & storage of Chilli produce by 75% subsidy up to Rs. 11.25 lakhs & Rs. 9.375 lakhs to collection centres and cold rooms respectively.

viii. Trainings and awareness campaigns:
Creating awareness to the farmers on Integrated crop management by IPM/INM through campaigns, Pamphlets, Posters and also through Audio-visual aids at RBKs. Field visits were conducted by Department Officials along with scientists from HRS, LAM, Guntur. Also conducted Thotabadi programme at village level based on the crop specific as per the instructions of the Government.

ix. Farmers Producer Organizations (FPOs):
In Guntur District 25 FPOs are working. Out of which 20 FPOs are active, out of that 12 FPOs are associated with ODOP product like making Chilli powder and pickles to improve the livelihood of the families. Financial assistance provided to FPOs by the Department of Horticulture and NABARD for their regular functioning and as well as for their Business Development.

x. Nursery Registration:
Registration of shadenet nurseries is taken up by the department to ensure quality seedlings production under Andhra Pradesh Registration of Horticulture Nurseries (Regulation) Act, 2010. xi. Pradhan Manthri Formalisation of Micro Food Processing Enterprises (PMFME):
Through the scheme Technical, Financial and Business support will be provided to new individual small and marginal enterprises and existing enterprises i.e., Microfood processing units. During the year 2023-24, eight no. of chilli processing units were sanctioned to eight no of beneficiaries with 35% subsidy maximum limit of Rs 10 lakhs to the individual beneficiary.

8. Digital Green organisation with financial support of Bill & Melinda Gates foundation (BMGF), San Francisco, USA.: – Sri K. Mastan Vali, Regional Technical Coordinator, Guntur
Horticulture department isin collaboration with Digital Green organisation has planned to take up various activities for chilli growing farmers like Soil testing, FPO capacity building trainings, Quality testing awareness campaigns, trainings on equipment handling to champion farmers, conduct of Buyer and Seller Meet for Market Linkages in Guntur district. Digital Green is a private agency in collaboration with Department of Horticulture has launched e-mircha project in the state wherever chilli crop is grown predominantly in various districts of Andhra Pradesh. Through this project technical know-how is provided to the farmers on chilli crop management in the form of short videos and voice messages through RBK staff at various stages of the crop period. They also carryout quality testing of chilli samples which facilitates better prices. All these activities are taken up by the Digital Green agency to the farmers on free of cost.
A Chatbot on Chilli was developed by Digital Green organisation for the users to provide basic knowledge and enhance the capacities of the frontline workers with regard to Chilli crop. Short videos & voice messages on chilli crop and disease management were developed by Digital Green Organisation and disseminated to chilli farmers through RBK staff. Apart from these crop advisories also being shared on real-time basis to synchronize the ground reality.

9) Rythu Bharosa Kendralu(RBKs):
Establishment of Rythu Barosa Kendras System is the newly formed by the Government of Andhra Pradesh in Agriculture and allied sectors for the welfare of the farming community at village level. The activities like e-crop booking, Supply of Inputs, Supply of good quality seed, organization of field level trainings, Demonstrations, field visits and giving crop advices to the farmers at various stages of the crop period provided to the farmers through RBKs.
